Amends the Illinois Public Aid Code to expand Medicaid coverage to include services provided by clinical professional counselors licensed under the Professional Counselor and Clinical Professional Counselor Licensing and Practice Act.

Requires the Department of Healthcare and Family Services to cover legally authorized services of marriage and family therapists licensed under the Marriage and Family Therapy Licensing Act.

Adds clinical professional counselors and marriage and family therapists to the list of healthcare practitioners whose services can be provided under Illinois medical assistance programs.
