Department of Commerce and Economic Opportunity shall make grants and provide financial assistance to units of local government and school districts for rehabilitating and redeveloping unused public buildings into housing units.

Housing units created through grants must be rented at below-market rates.

Department shall establish rules requiring a portion of redeveloped space to be set aside for minorities, women, and persons with disabilities.
