Amends the Equitable Restrooms Act to allow multiple-occupancy restrooms to be designated as all-gender restrooms available to any person regardless of gender.

Requires all-gender restrooms to include inclusive signage, toilet stall dividers with user-controlled locks and privacy covers, and partitions for urinals if present.

Mandates that facilities undergoing new construction or alterations exceeding 50% must provide all-gender restrooms with accessibility compliance, trash receptacles in stalls, menstrual supply vending devices, and baby diaper changing stations.

Allows individual toilet stalls in all-gender restrooms to count toward either female or male toilet stall ratio requirements, with facility management choosing the designation for compliance purposes.

Applies to all newly constructed all-gender restrooms and adjacent or proximate gender-specific restrooms, which must also be converted to all-gender designation.
