IL HB3212

Adds new offense to Criminal Code prohibiting possession, sale, purchase, manufacture, import, transfer, or use of devices designed to increase the rate of fire of semiautomatic firearms, including bump stocks and similar attachments.

Classifies violation of the new offense as a Class 2 felony with specific penalties for devices that increase semiautomatic fire rate above standard capacity.

Defines three categories of prohibited devices: manual/power-driven/electronic devices increasing fire rate; firearm parts eliminating need for separate trigger pull per shot; and any device substantially increasing semiautomatic fire rate above standard.

Provides exemptions from the new prohibition for peace officers, military personnel, manufacturers licensed under federal law, and other specified authorized entities engaged in lawful activities.

Amends Section 24-2 to clarify that exemptions for certain weapons violations now include the new Class 2 felony offense related to rate-of-fire increasing devices.
