Amends the Illinois Procurement Code to add Section 30-55 concerning construction contracts involving nonmarket economy countries.

Prohibits awarding or executing procurement contracts exceeding $1,000,000 for construction, alteration, operation, repair, maintenance, or improvement of mass transit facilities or equipment to vendors receiving support from nonmarket economy countries.

Defines nonmarket economy countries as those identified under section 7781(18) of the Tariff Act of 1930 and designated as priority foreign countries by the United States Trade Representative in required reports under the Trade Act of 1974.

Specifies the prohibition applies only to vendors subject to monitoring by the United States Trade Representative under section 306 of the Trade Act of 1974.

Exempts the provision from applying to existing treaties, laws, trade agreements, regulations of the United States, or subsequent trade agreements between foreign countries and the State or United States.
