• Expands Community Benefits Act to apply to all nonprofit and public hospitals (removes exemptions for government-operated, rural, and small hospitals with 100 or fewer beds).

• Requires community benefits plans to include activities addressing health equity, reducing health disparities, workforce diversity, local procurement from underrepresented communities, cultural competency training, and social needs partnerships.

• Increases late filing penalties for nonprofit hospitals' community benefits plans from $100 to $2,500 per month and requires Attorney General to post all plans and compiled reports on website in XML, CSV, and PDF formats.

• Lowers uninsured patient discount threshold from $300 to $150 for non-rural hospitals and reduces maximum collectible amount from 25% to 15% of family income.

• Increases civil penalties for violations from $500 to $1,000-$5,000 and requires Attorney General to publish annual reports on uninsured discount program complaints and financial assistance applications by January 1, 2022.
