Requires every filling station and service station open to the public to offer mid-grade E15 (gasoline with 10-15% ethanol) at self-service dispensing equipment starting January 1, 2023.

Mandates compliance with federal labeling requirements (40 C.F.R. 80.1501) for E15 gasoline-ethanol blends at all affected retail locations.

Exempts filling stations with average annual fuel sales below 850,000 gallons, those with incompatible underground storage tanks, and marina locations from the E15 availability requirement.

Establishes legislative findings that E15 is less expensive than conventional gasoline (5-15 cents per gallon savings), approved by EPA for 2001 and newer vehicles, and reduces greenhouse gas emissions by 34% compared to gasoline.
