Requires all Medicaid managed care organizations to reimburse pharmacy providers at no less than the dispensing fees and acquisition costs established under the fee-for-service program, whether reimbursing directly or through a pharmacy benefit manager.

Applies reimbursement requirements to all pharmacy services for Medicaid beneficiaries, including services under Section 5-36 of the Illinois Public Aid Code.

Prohibits pharmacy benefit managers from including contract provisions that prevent providers from informing patients of less costly medication alternatives or from dispensing certain amounts of prescribed medications available through retail pharmacies (except for FDA-restricted distribution drugs or those requiring special handling).

Requires pharmacy benefit managers to disclose conflicts of interest to the Department and provide information on manufacturer agreements, claims payments to affiliated pharmacies, fees imposed on providers, and revenue collection methods.

Mandates 30-day advance written notice to pharmacy providers of material contract changes affecting reimbursement terms, benefit verification, dispute resolution, and contract termination; takes effect immediately upon becoming law.
