Amends the Criminal Identification Act to make records included in a previously denied petition to expunge or seal now eligible for expungement or sealing under the applicable time frames and conditions.

Allows individuals whose expungement or sealing petitions were previously denied to refile and have those same records considered again if they now meet the eligibility requirements under subsection (b)(2) for expungement or subsection (c)(3) for sealing.

Applies the same procedural requirements and waiting periods that would apply to new petitions, including any mandatory waiting periods based on the type of offense or disposition (e.g., 2-5 year waiting periods for certain supervisions or probations).

Does not create new rights to expungement or sealing but rather clarifies that previously denied records are not permanently barred and may be reconsidered once eligibility criteria are satisfied.
