Prohibits any person from leading or tethering a companion animal from a moving motor vehicle or any device attached to the vehicle, with exceptions for all-terrain vehicles and golf carts

Defines "lead" as confining an animal by a leash or device controlled by a person that fits on the animal's body and limits its movements

Defines "tether" as confining an animal by a leash or device attached to a fixed object that fits on the animal's body and limits its movements

Amends both the Humane Care for Animals Act and the Illinois Vehicle Code to establish this prohibition under the same language and definitions
