Creates the Advisory Commission on Reducing the Disproportionate Representation of African-American Children in Foster Care to address racial overrepresentation in Illinois' child welfare system.

Appoints 5 legislators (Governor, House Speaker, House Minority Leader, Senate President, Senate Minority Leader) plus 14 agency liaisons and 3 additional members (Task Force representative, Child Endangerment Risk Assessment Protocol representative, and 2 nonprofit advocates) to the Commission.

Charges the Commission with tracking data on racial disproportionality, examining 5 key stages of child welfare decision-making, developing cultural competency training, and collaborating on preventive services including mental health, housing, and legal assistance.

Directs the Commission to monitor legislation affecting African-American children and identify best practices to increase family and relative placements while reducing foster care entries.

Requires the Commission to submit findings and recommendations to the Governor and General Assembly one year after its first meeting and every 2 years thereafter.
