Prohibits hospitals and their agents from aggressively pursuing debt collection against patients with annual household income of $51,000 or less through wage garnishment, tax return seizure, or foreclosure actions.

Requires hospitals to charge as much as possible of patient bills to insurers, public assistance programs, Medicaid, or Medicare rather than billing patients directly.

Makes hospitals responsible for seeking reimbursement from insurers and government assistance programs, not patients.

Maintains existing prohibition on hospitals pursuing legal action against uninsured patients who demonstrate insufficient income or assets to pay bills.
