• Amends the Criminal Code of 2012 to make telephonic solicitation of persons 65 years of age or older a crime.

• Defines "telephonic solicitation" as any voice or data communication to a telephone subscriber for purposes including encouraging sales, rentals, investments, credit extensions, information collection for future solicitations, or charitable contributions.

• Adds telephonic solicitation of seniors as a new seventh category of harassment by telephone under Section 26.5-2(a).

• Requires telephone directories distributed to the general public to include a warning notice summarizing the provisions of harassment by telephone statutes.
