Creates the Green Alert Program Act to establish procedures for identifying and locating missing members of the Armed Forces with a domicile in Illinois who have service-related physical or mental health conditions and pose a credible threat to their own safety.

Requires each law enforcement agency to implement a Green Alert Program consistent with the ACIM Alert Program, including procedures for verifying missing Armed Forces members, entering information into state and national crime databases, and reporting to media outlets.

Mandates the Illinois State Police adopt rules to assist investigating agencies with receipt, analysis, and dissemination of information about missing Armed Forces members to agencies with a need to know.

Requires the Department of Transportation to adopt rules for displaying information about missing Armed Forces members on variable message signs consistent with state and federal requirements.

Specifies that investigating law enforcement agencies must notify designated media outlets and the Department of Transportation when a Green Alert is activated, and must notify the Illinois State Police and National Crime Information Center when the missing person is located.
