IL HB3275

Establishes the Illinois Low Income Broadband Assistance Program administered by the Department of Commerce and Economic Opportunity to provide broadband access to low-income families with household income up to 150% of the federal poverty level.

Provides free broadband service to families with annual household income at or below 135% of the federal poverty level.

Provides a monthly credit of at least $9.95 for broadband services to families earning between 135% and 150% of the federal poverty level and to families with members receiving benefits from SNAP, SSI, Veterans Benefits, public housing assistance, Medical Assistance, Tribal Programs, or the National School Lunch Program.

Prohibits families currently enrolled in the federal Lifeline program or other state Internet service subsidy programs from participating unless they withdraw from those programs.

Allows the Department to terminate a participant's eligibility for the monthly credit if their broadband bill payment becomes more than 45 days past due.
