Amends the Veterinary Medicine and Surgery Practice Act of 2004 to require veterinarians to provide a consultation each time they initially prescribe, dispense, or furnish a prescription drug to an animal patient in an outpatient setting.

Consultation must include the drug name and description, route of administration, dosage form, dosage, duration of therapy, duration of drug effects, and common severe adverse effects.

Consultation must also cover special directions for proper use and storage, actions to take if a dose is missed, and precautions and warnings from the drug manufacturer including common severe adverse effects.

Veterinarians may delegate the consultation and drug documentation to a certified veterinary technician or veterinary assistant.

Animal medical records must note that the required consultation was provided.
