Extends the period for petition signatures to be valid from 6 months to 1 year before filing for school district boundary changes.

Allows property owners with no legal residents to sign petitions for detachment either in person before a circulator or by returning a notarized signature, but prohibits signing in both capacities.

Requires petitions to include the full prayer, general territory description on each page, accurate legal descriptions, maps, and facts supporting favorable findings for the factors considered by the regional board of school trustees.

Permits detachment petitions with 10 or fewer signatures to be notarized in lieu of requiring a circulator statement.

Provides that any party dissatisfied with the regional superintendent's determination of petition validity may appeal to the regional board of school trustees by motion before any hearing on the petition's merits.
