Requires insurers offering prescription inhalant drug coverage to cap patient cost-sharing at $100 per 30-day supply, regardless of drug type or quantity.

Cost-sharing limit increases annually on January 1 by the percentage change in the medical care component of the Consumer Price Index.

Applies to group and individual accident and health insurance policies amended, delivered, issued, or renewed on or after the bill's effective date.

Allows insurers to reduce cost-sharing by amounts greater than $100 and authorizes the Department of Insurance to enforce compliance and adopt implementing rules.

Makes conforming amendments to the State Employees Group Insurance Act, Counties Code, Illinois Municipal Code, School Code, Health Maintenance Organization Act, Limited Health Service Organization Act, and Voluntary Health Services Plans Act.
