Amends the Firearm Concealed Carry Act to allow non-resident concealed carry license applications from any state or territory that requires firearm training and a background check for concealed carry permits.

Removes the previous requirement that other states must have firearm laws "substantially similar" to Illinois requirements, replacing it with a simpler standard based on training and background check requirements.

Allows non-residents (those residing outside Illinois for more than 30 days) to apply for licenses if they meet all qualifications except Illinois residency, including mental health standards and training requirements.

Permits non-residents to transport concealed firearms within their vehicles in Illinois if they hold a valid concealed carry license or permit from their home state and comply with locked storage requirements when vehicles are unattended.

Takes effect immediately upon becoming law.
