Amends the Time Standardization Act to establish that Illinois is exempt from the federal Uniform Time Act of 1966 provisions requiring daylight saving time.

Removes previous language establishing the specific dates and times for advancing and retarding clocks (second Sunday in March and first Sunday in November).

Maintains that all state laws, regulations, contracts, and actions shall operate under the time prescribed in the amended section.

Removes the provision that federal daylight saving time dates would control if they differed from state-established dates.
