• Requires each school district to screen students in kindergarten through second grade for dyslexia risk factors using a universal screener beginning with the 2021-2022 school year.

• Universal screener must assess phonological and phonemic awareness, sound symbol recognition, alphabet knowledge, decoding skills, rapid naming skills, encoding skills, and oral reading fluency.

• Students identified as at-risk or at some risk for dyslexia must receive a Level I dyslexia screening; if characteristics of dyslexia are indicated, schools must implement dyslexia intervention services using a multi-tiered system of support framework.

• School districts must notify parents of screening results and provide information about dyslexia characteristics, classroom interventions, accommodations, and the option to request an educational evaluation.

• School districts must report annually to the State Board of Education on screening administration, risk identification, and students receiving dyslexia intervention services; the State Board must publish this data and provide technical assistance to districts.
