Creates the Brownfields Investigation and Cleanup Grants Program to award competitive grants and loans for assessment and cleanup of brownfield sites.

Program funding shall be used to promote brownfield redevelopment, reuse, and job creation at contaminated sites.

Grants and loans may be distributed directly to applicants or channeled through community redevelopment entities as secondary funding.

Illinois Environmental Protection Agency shall staff, supervise, and adopt rules governing program operations.

Program funding sourced from federal COVID-19 relief appropriations designated for economic development.
