Amends the Illinois Procurement Code to authorize chief procurement officers to reserve a fair proportion of construction, supply, and service contracts for businesses affected by the 2020-2021 coronavirus pandemic.

Defines "Main Street business" as independently owned, non-dominant firms that conduct significant face-to-face business and were disproportionately affected by Governor's public emergency orders, with size limitations varying by industry (e.g., maximum $8 million annual sales for retail/service businesses, $14 million for construction, 250 employees for manufacturing).

Requires state agencies to set aside 10-25% of annual construction contracts for Main Street businesses and restricts bidding on designated contracts to qualified Main Street businesses only.

Mandates each chief procurement officer designate Main Street business specialists to maintain contractor lists, assist businesses with bidding procedures, determine contract set-aside opportunities, and investigate bidder responsibility.

Requires annual reports to the General Assembly by November 1 on contract awards to Main Street businesses and minority/women/disability-owned businesses, with the provision repealing on January 1, 2032.
