• Establishes registration requirements including fingerprint-based criminal background checks, a $25,000 surety bond, $1,000,000 liability insurance per occurrence, and valid potentially infectious medical waste hauling permits.

• Sets initial registration fee at $100 with $100 renewal fees for 3-year periods; prohibits county and municipal governments from issuing separate licenses or registrations for these practitioners.

• Prohibits unregistered persons from performing trauma scene cleanup or removal of regulated biomedical waste and bars unregistered practitioners from recovering service costs; violations subject to civil penalties up to $5,000 and potential registration revocation.

• Exempts medical facilities subject to OSHA regulations, property owners performing cleanup on their own property, and individuals providing free cleanup services; allows temporary registrations during declared public health emergencies lasting up to 90 days.

• Repeals the Act on January 1, 2032 under the Regulatory Sunset Act.
