Requires all persons considered for appointment as Housing Authority commissioners to complete an application that includes a question about child sex offender convictions or findings.

Prohibits municipalities and counties from knowingly considering or appointing child sex offenders to Housing Authority positions and requires immediate removal if discovered after appointment.

Mandates criminal background investigations through the Department of State Police for all housing commissioner applicants, with the municipality or county paying a fee not to exceed the cost of the inquiry.

Prohibits appointment of persons convicted of specified serious crimes including first-degree murder, Class X felonies, sex offenses, and violent crimes listed in the Criminal Code of 2012.

Prohibits appointment of persons convicted of drug offenses under cannabis, controlled substances, and methamphetamine laws for 7 years after sentence completion, except for those granted a certificate of good conduct by circuit court.
