Allows active duty members of the U.S. Armed Forces stationed and living in Illinois to apply for concealed carry licenses regardless of whether their home state's firearm laws are substantially similar to Illinois law.

Active duty military applicants must submit application materials, valid military ID or Official Proof of Service Letter, and permanent change-of-station orders to an Illinois assignment to the Illinois State Police.

Sets application fee at $150 for active duty military non-residents ($120 to State Police Firearm Services Fund, $20 to Mental Health Reporting Fund, $10 to State Crime Laboratory Fund).

Requires Illinois State Police to implement the changes through emergency rulemaking within 120 days of the law's effective date and allows military licensees 30 days to notify police of permanent station changes outside Illinois.

License expires on the earlier of 5 years from issuance or the date the licensee's Illinois assignment terminates.
