Amends the Illinois Controlled Substances Act to add new Section 315.6 requiring the Department of Human Services to develop and provide information about opioid dependence risks and alternative treatments on its website.

Requires pharmacists to furnish a Department-developed pamphlet about opioid dependence risks and discuss those risks with patients prior to dispensing Schedule II opioids.

Defines "opioid" as narcotic drugs classified as Schedule II controlled substances under specified sections of the Act.

Modifies Section 313 to include references to the new Section 315.6 regarding exemptions for controlled substances administered in hospitals and licensed institutions.
