Permits personal support workers providing services through the Home-Based Support Services Program for Adults with Mental Disabilities to attend classes with University of Illinois and Southern Illinois University students.

Requires Board of Trustees at Chicago State, Eastern Illinois, Governors State, Illinois State, Northeastern Illinois, Northern Illinois, and Western Illinois Universities to allow personal support workers to attend classes with students receiving such services.

Mandates community college district boards permit personal support workers to attend classes with eligible students.

Prohibits universities and community colleges from charging personal support workers tuition and fees when attendance is solely to provide personal support services to the student.

Universities and community colleges are not responsible for providing or paying for the personal support worker; the worker's expenses are covered through the existing Developmental Disability and Mental Disability Services Act program.
