Allows foster parents to provide written consent for driver's license applications for applicants under 18 years of age, in addition to parents, guardians, or responsible adults.

Permits foster parents to certify that an applicant has completed the required minimum of 50 hours of behind-the-wheel practice time (including 10 hours at night) needed for issuance of a graduated driver's license.

Maintains all existing requirements for graduated driver's licenses, including holding an instruction permit for 9 months, passing driver education, and meeting school attendance standards.

Preserves restrictions on graduated license holders under 18, including limitations on passengers and nighttime driving, and disqualifications for traffic violations or substance-related offenses.
