School districts and contracted school bus companies must equip Type I and Type II school buses manufactured after the effective date with 3-point seat belts or federally approved restraint systems (49 CFR 571.222) in good operating condition for each passenger seat.

All newly manufactured Type I and Type II school buses must include a rooftop safety hatch as standard equipment.

The Department shall adopt rules governing standards for seat belts and belt anchorages.

Exemption applies to out-of-state registered school buses not operated regularly in Illinois and used only for cultural, tourist, athletic, or similar activities for students from out-of-state schools.

School districts and bus companies are not liable for passengers' failure to properly adjust or fasten seat belts or restraint systems.
