Designates the act as the PROTECT (Process Rape Or Trauma Evidence Completely and Timely) Act to ensure funding for processing rape or trauma evidence in criminal matters.

Establishes an irrevocable continuing appropriation of all amounts necessary to implement the Department of State Police's Division of Forensic Services.

Grants the Department of State Police and State Treasurer irrevocable and continuing authority to make necessary transfers for forensic services implementation.

Requires the Department of State Police to establish administrative rules by June 30, 2017 for standardized disclosure of toxicology results and related documents in forensic analyses.

Takes effect immediately upon becoming law.
