Exempts public bodies from prevailing wage requirements for "stand-alone" public works projects with a total cost of $20,000 or less that will not have additional work within the next 24 months.

Requires public bodies using the waiver to notify the Illinois Department of Labor within 60 days of commencing the project.

Mandates the Department of Labor to provide a notification form requesting project description, number of employees, project cost without prevailing wage standards, project cost using prevailing wage standards, and other relevant information.

Requires the Department of Labor to submit an annual report by January 31 beginning in 2021 detailing the number of projects using the waiver, total employees engaged, costs with and without prevailing wage standards, and other appropriate information.

Limits the waiver to only what is permitted under federal law and regulations.
