Amends the State Police Act to void any state mandate requiring Illinois State Police officer training that necessitates additional expenditures unless the General Assembly appropriates funds to implement it.

Amends the Illinois Police Training Act to void any state mandate requiring law enforcement officer training that necessitates additional expenditures from the Illinois Law Enforcement Training Standards Board, Illinois State Police, or any state or local law enforcement agency unless the General Assembly appropriates funds.

Relieves law enforcement agencies and units of local government from implementing unfunded state training mandates if the General Assembly fails to make necessary appropriations.

Applies retroactively to the effective date of the amendatory act of the 102nd General Assembly.
