HB3396 Summary: Ethics Omnibus

• Prohibits General Assembly members, spouses, and immediate family members from lobbying for compensation or communicating to influence government action at any level.

• Expands ethics disclosures for General Assembly members to include current and former economic interests, compensated lobbyist relationships, gifts, offices, and fiduciary positions.

• Bans General Assembly members and their families from being employed by the General Assembly or its agencies during the member's term of office.

• Prohibits fundraising during legislative sessions statewide and establishes a one-year "revolving door" ban on former General Assembly members registering as lobbyists.

• Extends lobbying registration requirements to persons lobbying local governments and school districts, and requires public reporting of legislative communications regarding State contracts.
