HB3404: Pembroke Township Natural Gas Investment Pilot Program Act

• Creates a 5-year Pembroke Township Natural Gas Investment Pilot Program administered by the Department of Commerce and Economic Opportunity to distribute grants for converting appliances to be compatible with natural gas.

• Establishes the Pembroke Township Natural Gas Investment Fund as a special state fund that may accept private, public, and federal funds to support grants for natural gas distribution infrastructure projects.

• Requires annual reporting to the Governor and General Assembly by March 1 each year with recommendations on program continuation, cost estimates, and improvements needed for natural gas distribution.

• Amends the Public Utilities Act to allow gas utilities to obtain certificates of public convenience and necessity to extend service to designated hardship areas, including Pembroke Township, if they meet poverty and lack-of-service criteria.

• Prohibits utilities from charging residents who opt out of natural gas conversion for pipeline construction or other hardship area facility fees.
