HB3410 - Local Government Transparency

• Units of local government and school districts with operating budgets of $1,000,000 or more must maintain websites posting specified information including contact details, meeting agendas, budgets, ordinances, audit reports, contracts over $25,000, and debt disclosures.

• Required website postings must be easily accessible from the homepage and searchable, with meeting materials posted at least 48 hours before regular meetings and 24 hours before special meetings; meeting minutes posted within 48 hours of approval.

• All local records posted to comply with these requirements must remain on the entity's website for 10 years; exempts School District No. 428 operated by the Department of Juvenile Justice.

• Adds enforcement mechanism allowing any person or State's Attorney to bring civil action for noncompliance, with courts able to award reasonable attorney's fees and litigation costs to prevailing parties (except against private parties unless action deemed malicious or frivolous).

• Requires the Illinois Transparency and Accountability Portal to compile and update its database with information from all school districts and units of local government within 6 months, and makes records posted online exempt from Freedom of Information Act requests.
