Amends the Industrial Hemp Act to revise the definition of "hemp" by removing language requiring cultivation under a state license, allowing hemp to include any Cannabis sativa L. plant with delta-9 tetrahydrocannabinol concentration not exceeding 0.3 percent on a dry weight basis

Adds new definition of "hemp production plan" as a plan submitted by the Department of Agriculture to the USDA under the Agriculture Improvement Act of 2018 and Domestic Hemp Production Program (7 CFR Part 990) to establish state regulatory authority over hemp production

Requires the Department to submit a hemp production plan to the USDA and adopt rules incorporating the plan for application and licensing requirements, removing the previous 120-day deadline for rule adoption

Establishes new requirement for persons to register with the Department before processing industrial hemp in the state on a form prescribed by the Department

Updates the Department's rulemaking authority to require compliance with all applicable state and federal laws and regulations regarding hemp testing, THC level standards, plant disposal, and cultivator retesting options
