• Directs the Department of Labor to establish a competitive grant program providing funds to political subdivisions with unemployment rates at least 150% of the national rate to create job guarantee programs ensuring employment for all qualified applicants aged 18+.

• Requires jobs to offer wages at the greater of minimum wage, prevailing wage, or applicable collective bargaining agreement rates, plus health insurance comparable to Federal Employee Health Benefits and paid family/sick leave.

• Limits grants to no more than 15 eligible entities with 3-year program duration, and allows fund use for supportive services including transportation, childcare, training, and financial literacy activities.

• Creates the Job Guarantee Program Fund as a special state treasury fund and requires grantees to establish public websites listing available jobs, submit annual reports, and comply with audit requirements by the Department and Auditor General.

• Directs the Department to issue priorities for job types (child care, clean energy, sustainable infrastructure, senior/disability care) and conduct rigorous evaluations assessing program impacts on employment, wages, poverty, health, incarceration, and environmental outcomes.
