HB3429 Summary

• Amends the Illinois Pesticide Act to define "neonicotinoid" as pesticides containing clothianidin, imidacloprid, thiamethoxam, dinotefuran, acetamiprid, thiacloprid, nithiazine, nitenpyram, or other neonicotinoids identified by Department of Agriculture rules.

• Prohibits outdoor use of neonicotinoid-containing pesticides on state-owned or state-maintained land beginning January 1, 2021, except for structural pest control or non-native insect borer abatement.

• Restricts neonicotinoid use for insect borer abatement to basal bark spray, basal drench, soil injection at tree base, or systemic trunk injection; prohibits broadcast soil treatment, foliar spraying, or dusting.

• Requires neonicotinoid applications to plants pollinated by insects, birds, or bats to occur after blooming ends and early enough for chemical decomposition before the next bloom season.

• Classifies any pesticide containing a neonicotinoid as a restricted-use pesticide under Illinois law.
