HB3438 Summary

• Requires University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University to designate an Undocumented Student Resource Liaison at each campus beginning with the 2022-2023 academic year to assist undocumented and mixed-status students with financial aid and academic support.

• Requires the Undocumented Student Liaison to serve vocational, undergraduate, graduate, and professional-track students and maintain knowledge of immigration legislation and policy through professional development with the Illinois Dream Fund Commission.

• Mandates the Liaison report directly to senior leadership and assist with reviewing policies and procedures affecting undocumented and mixed-status students, with potential outreach to grades 9-12 for pipeline programs.

• Encourages each university and community college to establish an Undocumented Student Resource Center offering financial assistance, academic and career counseling, retention support, and mental health counseling, which may be housed within existing student service centers.

• Allows boards to seek and accept financial support from private gifts and donations to fund the Liaison position and Resource Centers; effective July 1, 2021.
