Prohibits landlords, mortgage companies, rental property owners, and other vendors from charging administrative or processing fees on housing applications submitted by applicants receiving Emergency Solutions Grant Program assistance under the federal HEARTH Act.

Classifies violations of this prohibition as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act.

Amends the Consumer Fraud and Deceptive Business Practices Act to add the Emergency Solutions Grant Program Act to the list of acts whose violations constitute unlawful practices.

Takes effect upon becoming law.
