Amends the Public Utilities Act to require the Director of Retail Market Development to include analysis of additional products and services offered by alternative retail electric suppliers in annual reports starting July 31, 2022.

Requires price comparison reports to estimate the combined value of supplemental offerings including fixed-price products, green energy options, smart home technology, distributed solar resources, and emerging technologies.

Authorizes the Illinois Commerce Commission to request confidential and proprietary information from alternative retail electric suppliers for purposes of the annual report.

Allows the Commission to include additional energy savings and marketing savings programs in reports as they develop in the competitive retail electric market.
