Establishes a child's right to have forensic interviews conducted by a forensic interviewer from an accredited children's advocacy center (CAC) when the child is reported as a victim of sexual assault or sexual abuse to the Department of Children and Family Services or law enforcement.

Applies when either agency accepts the case for investigation and the CAC service is accessible based on available resources in the child's area or jurisdiction where the incident occurred.

Permits the child, parent, or guardian to assert this right by informing investigating personnel that they want the interview conducted by the children's advocacy center.

Requires each local CAC protocol to establish a process for situations where a forensic interview cannot be conducted, ensuring a trauma-informed response with follow-up services from the CAC.

Takes effect January 1, 2022.
