Beginning July 1, 2021, the Department of Human Services shall increase reimbursement rates for all child care services to the 75th percentile of the 2018 child care market rates for each geographic region.

Replaces the previous provision allowing the Department to set rates by rule with a specific market-based rate structure tied to 2018 baseline data.

Maintains existing eligibility categories for child care assistance, including TANF recipients, transitioning families, at-risk families, and working families with very low incomes.

Preserves the requirement that families remain eligible for 12 months after initial determination, regardless of changes in income (unless exceeding 85% of state median income) or temporary employment status changes.

Takes effect immediately upon becoming law.
