• Establishes the State Historian as an honorary position appointed by the Governor in consultation with the Abraham Lincoln Presidential Library and Museum Board and Illinois Historical Society, with duties focused on historical education and civic engagement rather than administrative functions.

• Transfers administrative duties previously held by the State Historian to the Abraham Lincoln Presidential Library and Museum and its Executive Director, including management of historical records, preservation programs, and collection operations.

• Replaces the Executive Director position on the State Records Commission and State Archives Advisory Board with the State Historian with the Executive Director of the Abraham Lincoln Presidential Library and Museum.

• Repeals the State Historical Library Act and the Illinois Sesquicentennial of the American Civil War Commission Act, and removes requirements for a working group between the Library Board and Foundation.

• Establishes that the Abraham Lincoln Presidential Library and Museum Act supersedes Executive Order 2017-1 in case of any conflict between the two.
