• Secretary of State prohibited from issuing Illinois identification cards or driver's licenses to persons who hold valid identification cards or licenses in another state

• Secretary may contract with private entities using the State Pointer Exchange Services platform to verify out-of-state identification and request cancellation of the out-of-state card as part of Illinois issuance process

• Upon finding an applicant holds current identification in another state, Secretary shall send a termination request to that state

• Secretary of State may apply for federal grants to offset program implementation costs

• Secretary shall adopt rules to implement these provisions
