• Prohibits collective bargaining agreements from providing salary, wage, or benefits increases starting on or after the first day of constitutional officers' terms and ending June 30th of that year, with exemption for status quo maintenance and good faith bargaining obligations

• Establishes specific requirements for unit clarification petitions, allowing them only for substantial job duty changes, newly created positions, statutory law changes, or other enumerated circumstances

• Requires the Labor Relations Board to describe bargaining units by job functions rather than solely by job titles, and allows such units to automatically include successor positions and logically encompassed new titles
