• Removes prior reporting requirements for independent expenditures by natural persons and political committees, replacing them with new coordination and content standards.

• Expenditures made to a candidate's or public official's political committee without prior written consent cannot be counted as in-kind donations and do not require reporting by the committee.

• An expenditure is not considered independent if it republishes, disseminates, or shares campaign materials provided by the candidate, public official, or their political committee (with limited exception for responses to policy inquiries).

• Establishes content standards for independent expenditures including express advocacy and electioneering communications, and conduct standards covering communication requests, material involvement in decisions, substantial discussions, and vendor relationships with candidates.

• Makes conforming changes to Section 9-8.5 regarding campaign contribution limits for political committees.
