Amends the Illinois Marriage and Dissolution of Marriage Act to explicitly include allowances for retainer fees to obtain an attorney as part of "interim attorney's fees and costs" during divorce proceedings

Requires petitions seeking interim fees for an initial attorney retainer to include an affidavit from the prospective attorney confirming they will enter an appearance if the court grants the request, plus a certificate that the fees will only be used to retain that attorney

Mandates that any interim fees granted for attorney retainers must be paid directly to the identified attorney rather than to the party seeking representation

Requires courts to impose significant penalties and sanctions, including costs and attorney's fees, against parties who intentionally or recklessly file inaccurate or misleading financial affidavits

Establishes that temporary maintenance and child support issues shall be handled on a summary basis using financial affidavits, tax returns, pay stubs, and banking statements, with evidentiary hearings only upon a showing of good cause
