IL HB3486

Prohibits former statewide elected officials, executive or administrative heads of State agencies, deputy heads of State agencies, and General Assembly members from becoming lobbyists within 2 years after leaving office or employment.

Adds a new definition of "lobbyist" to the State Officials and Employees Ethics Act, covering individuals who receive compensation to influence legislation or rules, serve as designated representatives of organizations seeking to influence government actions, or represent government agencies on such matters.

Establishes exemptions from the lobbyist definition for political party officials, news media representatives, elected officials performing official duties, persons giving testimony at legislative committees or agency hearings, Congressional staff, state agency employees in their agencies, and unpaid members of business and charitable organizations.
